The Spanish General Regulation on Vehicles (RGV), approved by Royal Decree 2822/1998 of 23 December 1998, under article 10 "Technical Vehicles Inspections", stipulates:
“Vehicles registered or put into circulation must undergo technical inspection in an ITV station authorized by the competent body for such purposes in accordance with the cases, frequency, and exemptions set out in Annex I”.
Royal Decree 2042/1994 of October 14, amended by Royal Decree 711/2006 of 9 June, sets the frequency with which vehicles must undergo the technical inspection, depending on the type of vehicle.

Go to a ITV station with the following documentation and file for a duplicate ITV card:
• DNI of vehicle owner
• Registration certificate or, failing that, the document "vehículo/titular- record certificate" issued by the provincial traffic authority (Jefatura Provincial de Tráfico) or an official administrator (Colegio Oficial de Gestores Administrativos)
If the hitch (with European approval) is approved for the vehicle, you will need to submit a hitch legalization form and present the following documentation:
• Hitch manufacturer's installation instructions.
• Certificate from the workshop that installed the hitch.
• Compliance Report.
If the hitch (with European approval) is not approved for the vehicle, you will need to submit Legalization of a Major Modification (Reforma de importancia) form no. 26.In this case we recommend that you consult an ITV station about the documentation to be submitted.
The criteria for equivalence are:
Equivalent tires means those which meet the following requirements:
Load capacity index greater than or equal to the minimum indicated on the ITV card or the type-approval thereof.
Speed rating greater than or equal to the minimum indicated on the ITV card or the type-approval thereof.
Same outside diameter, with a tolerance of ± 3%
The profile of the installed rim must match the corresponding tire.
There can be no interference between the tire and other parts of the vehicle.
The rim must be suitable for the tire mounted.
Maximum track width variation cannot exceed ± 30 mm.
The fender of the vehicle must cover the entire width of the tire.
The direction of rotation marked on the wheel must be observed.
